Tog Voil spawns here after you kill Yellow Eyes and the Netherbian Dreader. I killed the dreader's first then killed Yellow Eyes as Yellow Eyes was non-aggro. When I came out from fighting yellow eyes I ran into Tog here. But Tog prowls the top floor.
