After turning in all 8 subquests to the Frostfoots they will put up the decorations you crafted in the crypt. This commotion will anger the Vision of Vox who breaks through the southern wall and runs the goblins out of her crypt with her icy breath. This in turn will update the quest 'Frostfell Decoration Commitee: Permafrost!'. Do not leave the zone until she has arrived!
