clear all sets of kobolds from cliffs (even the encounter across the bridge). clear the undead that will then repop in their place. kill the kobolds that repop in the undead's place. Reverend Rutzkill (also needed for Stormhammer quest) only has a chance to spawn on 4th wave. His encounter is the one on ground level.
