- Will become attackable upon engaging the Unseen Hand taskmaster.
- Offers the quest 'The Motley Merchant Manifest' for which he hands out the [Motley Merchant Manifest].
- If you wish to also get the quest 'Evidence for Constable Arathur' you HAVE to talk to Fippy first and get 'The Motley Merchant Manifest' before attacking the Unseen Hand taskmaster.
