For quest To Speak as a Dragon, you speak to his servant first, then later, come back to speak to him in Draconic; and come to think of it, now that everyone's Skyshrine geared... might be fun to try for his head.

Don't know if the dragon protects him or not, they don't seem linked. Most people come here for To Speak s a Dragon Quest, but a raid might be interesting.
